Pangdam IX/Udayana Mayjen TNI Maruli Simanjuntak, M.Sc., yang diwakili oleh Irdam IX/Udayana Brigjen TNI Dr. Arudji Anwar, S.H., M.H., mengikuti kegiatan Rapat Koordinasi (Rakor) Rencana Tindakan Kontijensi (Rentinkon) Kotamaops TNI Tahun 2022 Wilayah Kogabwilhan II dan Kogabwilhan III, di Ballroom Hotel Le Grande Bali/Pecatu Indah Resort Uluwatu Kuta Selatan, Kab. Badung, Kamis (25/3/2021).
Kegiatan Rakor yang dihadiri sekitar 50 orang peserta dari perwakilan satuan TNI AD, AU dan AL tersebut, berlangsung dari tanggal 18 sampai dengan 19 Maret 2021, dengan mengusung tema Kogabwilhan II Dan Kogabwilhan III Dan Kotamaops TNI Jajarannya Selalu Siap Mengantisipasi Dan Merespon Setiap Kemungkinan Kontijensi yang dianalisa akan Terjadi di Wilayahnya Secara Cepat, tepat, efektif, dan efisien.
Mengawali kegiatan, Asops Panglima TNI Mayjen TNI Arios Tiopan Aritonang, S.I.P., dalam sambutannya yang di bacakan oleh Waasops Panglima TNI Marsma TNI Jorry S. Koloay, S.I.P., M.Han., mengungkapkan bahwa konstelasi ancaman yang semakin kompleks terhadap situasi nasional suatu negara di dunia berubah dengan sangat cepat, sehingga berpengaruh terhadap dinamika dari lingkungan strategis secara global dan regional yang memberikan dampak multidimensi terhadap kebijakan pemerintah atau negara Indonesia.
“Menyikapi dan mencermati berbagai potensi ancaman dan gangguan keamanan yang mempengaruhi dinamika lingkungan strategis, maka TNI sebagai komponen utama pertahanan negara dituntut untuk mampu melaksanakan tugas pokoknya dengan baik, untuk itu TNI harus memiliki rencana strategis sebagai salah satu wujud kesiapsiagaan TNI yang harus disiapkan sejak dini,” ujar Asops panglima TNI.
Selanjutnya, rencana penggunaan kekuatan TNI dalam menghadapi potensi ancaman terhadap keutuhan dan kedaulatan perlu diambil langkah dan tindakan tepat yang disesuaikan dengan skala prioritas berdasarkan perkiraan ancaman yang ditetapkan di wilayah masing-masing. Untuk memelihara dan meningkatkan kesiapsiagaan guna menghadapi ancaman keutuhan dan kedaulatan NKRI, maka diperlukan pertahanan yang melibatkan dan diintegrasikan dengan kekuatan lainnya, sehingga diperlukan penyamaan persepsi dari seluruh kekuatan TNI guna menghadapi konsekuensi yang mungkin timbul di wilayah tanggung jawab masing-masing.
Sementara itu, Pangdam IX/Udayana dalam sambutannya yang dibacakan oleh Irdam, mengucapkan selamat datang kepada Waasops Panglima TNI beserta rombongan di wilayah Kodam IX/Udayana, seraya berharap agar kegiatan ini dapat berjalan dengan baik dan optimal sehingga mencapai tujuan dan sasaran yang diharapkan. “Situasi global yang berkembang saat ini memiliki pengaruh yang cukup besar terhadap tatanan dan pola pikir serta pola tindak kehidupan berbangsa di dunia, terutama dengan banyaknya krisis yang timbul, pemanasan global dan semakin terbatasnya sumber daya alam yang tersedia, serta pandemi Covid-19 yang melanda di seluruh dunia. Situasi seperti inilah yang menjadi potensi atau faktor pendorong terjadinya sumber konflik yang dapat berakhir dengan penggunaan kekuatan militer,” terangnya.
Selain itu, lanjut Pangdam, adanya beberapa masalah perbatasan baik darat maupun laut dengan negara tetangga tidak boleh diabaikan, TNI sebagai alat pertahanan negara memiliki tugas mempertahankan kedaulatan negara, keutuhan wilayah NKRI dan melindungi seluruh tumpah darah Indonesia dari segala bentuk ancaman. Oleh karenanya, diperlukan kesiapan langkah yang tepat dan cepat untuk mengantisipasi kontijensi yang dapat terjadi di wilayah.
Pangdam juga mengingatkan kepada seluruh peserta rakor untuk mengikuti kegiatan tersebut dengan serius, dengarkan dan simak serta pahami materi yang disampaikan oleh narasumber, tanyakan apabila ada hal-hal yang belum dimengerti. Selama kegiatan, yang terpenting adalah tetap melaksanakan disiplin protokol kesehatan dan 3M dalam rangka memutus penyebaran Covid-19. (MBP)
