Realizing Energy Independent Bali With Clean Energy, Governor Koster Implements RUED Regulation

Bali does not have abundant natural resources, does not have fossil-based energy sources or non-renewable energy (oil, coal). However, Bali has clean energy sources in the form of new and renewable energy, such as sunlight, water flow, waterfalls, wind, geothermal energy, bioenergy, movement and temperature differences in ocean layers, and hydrogen, which of course is quite abundant as regional energy potential.
Therefore, it is necessary to carry out careful mapping and inventory covering the potentials, opportunities and obstacles to develop and utilize regional energy that is forward-looking, namely towards an Energy Independent Bali with Clean Energy. These basic strategic needs are met with policies in the form of enactment of Regional Regulation Number 9 of 2020 concerning the General Regional Energy Plan (RUED) of Bali Province 2020-2050. The enactment of this Regional Regulation is in accordance with the mandate as stipulated in Article 18 paragraph (2) of Law Number 30 of 2007 concerning Energy.
According to the Governor of Bali, Wayan Koster, currently Bali has energy availability with a capacity of 1,261.2 MW, which comes from local Bali generators with a capacity of 921.2 MW, sourced from energy plants from Buleleng, Jembrana and Denpasar. Apart from that, Bali also depends on channels from outside Bali, such as the submarine cable from Paiton to Gilimanuk with a capacity of 340 MW.
Koster said that Bali’s local energy plants are clean/environmentally friendly energy. Meanwhile, what is channeled from Paiton is energy that is not environmentally friendly, because it uses coal as fuel. “The peak load of energy demand in Bali in 2019 is 902 MW. Based on this data, Bali is not yet energy independent, and has not fully used clean/environmentally friendly energy,” he said.
With the presence of the Bali Provincial RUED, it will later aim to regulate the management and development of an energy system that is independent, easy to reach, equitable, sustainable, and prosperous. Of course, by prioritizing clean/environmentally friendly energy, it can maintain the sanctity and harmony of Bali’s nature and its contents.
With the enactment of this regional regulation, Bali already has guidelines in order to develop and utilize energy in the regions in 2020-2050 in order to realize an Energy Independent Bali with Clean Energy. (MBP)
