Usulan Tambahan DAU Belum Disetujui Pusat, Wabup Suiasa Berharap Badung Diberlakukan Sama dengan Daerah Lain

Pemerintah Kabupaten Badung, berharap Dana Alokasi Umum (DAU) dari pemerintah pusat bisa ditambah. Mengingat, di tengah kondisi pandemi Covid-19, pendapatan asli daerah (PAD), yang selama ini 80 persen bergantung pada pajak hotel dan restoran (PHR) sangat terpengaruh.
Wakil Bupati Badung I Ketut Suiasa, mengatakan, Pemkab Badung berharap Kementerian Keuangan, bisa membantu Badung dalam hal peningkatan pemberian DAU. Sehingga untuk urusan pembayaran gaji dan tunjangan ASN bisa tercover semuanya. “Setiap tahun kami membutuhkan dana sekitar Rp 600 miliar untuk membayar gaji dan tunjangan ASN, sementara DAU yang kami terima hanya Rp 300 miliar,” kata Wabup Suiasa saat menerima audiensi Kepala Kantor Wilayah Ditjen Perbendaharaan (DJPb) Kementerian Keuangan Provinsi Bali Tri Budhianto di Puspem Badung, belum lama ini.
Terkait DAU, Suiasa mengatakan, itu memang dana dari pusat, yang secara aturan DAU ini diarahkan untuk membayar gaji pegawai. Dalam aturan, apabila DAU ini melebihi dari kapasitas yang diperlukan, maka dana DAU ini bisa diberikan ke desa. Namun kata dia, saat ini dana DAU di Badung, jangankan lebih, ini malah kurang. “Karena maksimal kami diberikan 50 persen. waktu ini secara bertahap sudah cair. Maka kita juga sudah bisa memberikan pembayaran gaji,” terangnya, Rabu (24/3/2021).
Lebih lanjut menurut Suiasa, pada posisi ini, perlu diketahui masyarakat, selama ini dana dari Badung sebenarnya dipergunakan untuk melakukan kewajiban pusat soal gaji pegawai. Pihaknya berharap agar tidak ada asumsi kalau Badung uangnya habis. “Ingat Badung ini membayar gaji pegawainya dari PAD. Berbeda dengan daerah lain, yang gaji pegawainya semuanya dibayarkan oleh pemerintah pusat,” ucapnya.
Pihaknya menyebutkan,kalau dalam kondisi seperti saat ini, Badung memang berat untuk membayar gaji. Karena Badung memikirkan uang untuk pembayaran gaji dari PAD. Sedangkan, kalau daerah lain kata dia, untuk urusan gaji pegawai termasuk tunjangan, seluruhnya dibayarkan pemerintah pusat. “Kalau di Badung dari hasil kita sendiri. Hasil kita saat ini rendah, masih juga dibebani membayarkan kewajiban dari pemerintah pusat. Kalau yang lain seperti ini tentu kolap juga. Namun bukan berarti saat ini Badung kolaps, tidak ya, kita masih mampu melakukan kewajiban,” tegasnya.
Untuk DAU, tahun ini sesuai alokasi pemerintah pusat sebesar 320 miliar. Ini berkurang terus dari awal sebesar 362 miliar, turun sebanyak 326. Sekarang turun menjadi 320. Meski demikian, sampai saat ini, usulan DAU Badung belum disetujui Pusat. “DAU alokasi semakin turun, tapi beban semakin tinggi,” akunya.
Pihaknya berharap, jangan disamakan kondisi Badung dengan wilayah lain. “Harapannya dalam kondisi, ini layak pantas Badung diberlakukan sama dengan daerah lain. Kalau daerah lain berapapun gaji dan tunjangannya 100 persen dibayarkan pemerintah pusat. Sedangkan Badung hanya 50 persen, layaknya idealnya sama dengan daerah lain,” katanya berharap. (MBP1)
